Finding Bandit (Hurricane Gilbert) incarcerated, Detective Stevens learned the other two criminals, Massive (Jon "Ras Kidus" MacFarlane) and Vincent (Bogle Dread), are loose on the streets with the jewels. Under the custody of Detective Stevens, Bandit is temporarily released from prison to assist in locating the jewels. Leading Detective Stevens through unfamiliar city streets, Bandit quickly turns the search for the jewels into a hilarious game of cat-and-mouse.
